Project Steering Unit

The Government of Sindh (GoS) has initiated various projects for socio-economic development and improvement in service delivery to the general public. These projects are spread across key sectors such as health, education, infrastructure, transportation, and agriculture, and involve financing by donor agencies.

The execution of these important projects is the responsibility of administrative departments. But, in various review meetings held from time to time, it has been observed with concern that issues being faced during implementation cause unnecessary delays pertaining mainly to bad management and poor execution. Resultantly, the public suffers both economic and social losses in terms of cost escalation and service. These hiccups can be prevented through timely intervention and swift decision-making, which is non-existent at the moment.

Therefore, in order to steer the execution of key projects on a fast track in the provincial development portfolio, and to provide timely support and direction, the Projects Steering Unit (PSU) has been established and housed at Chief Minister’s Secretariat. The Unit is mandated to undertake the following functions:

  • To provide strategic level support and direction for resolving potential lags
  • To develop an online system for real-time information sharing and quick access
  • To enable informed and swift decision-making for preventing likely delays
  • To conduct periodical/need-based review meetings for steering important projects running behind the schedule
  • To enhance the performance and effectiveness of the provincial development portfolio

The integrated online portal of PSU aims to adopt a digital (paperless) approach having the following main features:


  • Data collection, data analysis, and data visualization for diagnostics, prevention, and timely intervention to prevent and/or resolve any issue
  • Digital hub connecting all government departments implementing various development projects across the whole province
  • Automated alerts for each milestone in the project on Critical Path Method
  • System-generated nudges to take action against low-performing projects
  • A one-page e-report (Project Report Card) on every project with a single click
  • In-built communication feature for raising queries and responding to it
  • Informed decision-making backed by real-time data on each project

The Unit is headed by Director / Additional Secretary working at Chief Minister's Secretariat and his team includes Deputy Director / Deputy Secretary, Chief Minister's Secretariat, Data Analyst, System Engineer, Graphic Designer, and DEOs.
