Function of Department

The Chief Minister’s Sindh Secretariat / House deals with administrative, service, and financial matters pertaining to Chief Minister’s Secretariat and officers and Staff working therein, except those entrusted to the Services, General Administration and Coordination Department, and the Finance Department. The Secretariat also coordinates matters between the Federation and the Province and inter-Provincial relations, except in service matters. In addition to the above, administrative matters relating to Sindh Revenue Board are brought up for policy decision-making. Besides, issues relating to Educational Boards & Universities, Sindh Higher Education Commission are brought up if the need be.

The Secretariat is headed by its Principal Secretary to Chief Minister Sindh. The Principal Secretary to Chief Minister Sindh is the overall Administrative Head of the Chief Minister’s Secretariat with responsibilities relating to administration, budgeting, finance, and personnel management. This office also deals with the public dealing with Ministers & Members of the Provincial Assembly (MPAs) as well as the general public. It includes coordination and interaction with Administrative Departments/Commissioners /DCs along with Management, Protocol, and security arrangement. Their key responsibilities also include the management of the Chief Minister’s discretionary grant and also the processing of public grievances/correspondence/summaries of the Chief Minister. Additionally, Looks after the Provincial development initiatives in the CM Secretariat and also the president works as Principal Accounting Officer for CM Secretariat. Last but not least, Inquiry reports of the Provincial Inspection Team.

The Secretary shall be the official head of the Department and shall be responsible for its efficient administration and discipline. He shall also be responsible for the proper conduct of business allocated to the Department under Rule 22 of the Rules of Business and for the careful observance of these Instructions in his Department.

It shall be the duty of the Secretary in the Department to which the subject belongs to ensure that cases submitted to the Minister-in-Charge and, where the Rules of Business so provide, to the Chief Minister, Governor or the Cabinet are submitted in a complete form. Note: - For the purpose of these Instructions, the expression “the Department to which the subject belongs” has reference to the allocation of subjects among Departments made under the Rules of Business. 5. (i) The Secretary shall determine the maximum extent of delegation of powers to officers serving under him and issue clear standing orders laying down these powers and also the manner of disposal of cases in the Department and shall ensure that-

  1. a) the distribution of work is equitable;
  2. b) the channel of submission of cases is vertical and not horizontal; and
  3. c) the tiers through which a case has to pass are ordinarily not more than two to three excluding the Secretary.

The Secretary shall review the delegation of powers to various officers periodically to ensure maximum delegation of authority for the disposal of cases at the initial and middle levels, with an appropriate reporting system to keep him fully informed. 6. Special Secretary, shall be in charge of the different wings in the Department and shall assume full responsibility and will submit all cases direct to the Minister for orders. The Secretary shall have the power, however, to call for any case for his own consideration and to request that he be consulted in any particular case before it is submitted to the Minister.

Additional Secretary: An Additional Secretary, unless he is in-charge of a Department, shall be entrusted with a well-defined sphere of duty. Within this sphere he shall assume full responsibility and shall submit all cases direct to the Minister for orders, such cases being returned to him through the Secretary. The Secretary shall have the power, however, to call for any case for his own consideration and to request that he be consulted in any particular case before it is submitted to the Minister.

Deputy Secretary: A Deputy Secretary shall dispose of all cases in which no major question of policy is involved or which under the rules or standing orders he is competent to dispose of. 9. The Section Officer will ordinarily be assisted by an Assistant and a Steno-typist. 10. By virtue of being incharge of his Section / Branch, a Section Officer is primarily responsible for the proper working and maintenance of records.

Section Officer: The section Officer shall dispose of all cases where there are clear precedents, and no question of deviation from such precedents is involved or which under the rules or standing orders he is competent to dispose of. In case of doubt, he may seek verbal instructions from his senior officer. He shall:- i. dispose of all cases pertaining to his Section / Branch; ii. supervise the work of ministerial establishment; iii. train, help, and advise them in the performance of their functions and duties; and iv. see that discipline and tidiness are maintained.

DIGP Securities & Coordination:

  • Conducting threat and security assessments and researching/evaluating issues concerning the security and safety of the Chief Minister, Sindh.
  • Drafting security plans for the events to be attended by Chief Minister Sindh.
  • Maintaining close liaison with the administration of various districts to ensure smooth coordination and foolproof security of the Chief Minister Sindh.
  • Identifying security, political, and crime trends having a bearing on the security and safety of the Chief Minister Sindh.
  • Monitoring the state of professional preparedness of the security staff deployed for the security of Chief Minister Sindh.
  • Providing guidance and advice to the Heads of Police of the Districts to be visited by the Chief Minister in matters of security and safety of the Chief Minister Sindh,
  • Supervising the security of the Person and Residence of the Chief Minister Sindh.

Media Consultant:

  • Acts as Official Spokesman to the Chief Minister.
  • Keep the Chief Minister informed of the latest developments of important nature.
  • Give proper coverage to the functions/meeting of Chief Minster and ensure proper publicity of Govt policies through mass media.
  • Prepare speeches /messages for the Chief Minister on the occasions of National Festivals/functions etc.
  • Prepare press summary for Chief Minister’s perusal highlighting public demands/complaints and reactions on policies.
  • Make arrangements for a public address system in functions/meetings to be attended/addressed by the Chief Minister.
  • He will submit his routine demands/cases through PSO/ Secretary to Chief Minister.
  • Any other subject assigned by the CM/PSCM/PSO.
